Horry County Council gave its final approval Tuesday, Dec. 10, for $2.5 million in bonds to make road improvements on Legends Drive in the Carolina Forest area.
The bond issuance comes after a referendum was held where residents chose to form a special tax district to pay for road, drainage and infrastructure improvements on the road which connects U.S. 501 to Legends Golf Resort.
The formation of the special tax district changes Legends Drive from a private road to a county road, and means property owners along the road will pay about $200 a year toward the special tax to fund the improvements, starting with a 13 mil property tax levy which could increase to 16 mils.
The referendum to form the special tax district had opposition from homeowners who argued that the developer of the community should be responsible for upkeep of the road. The area surrounding the road is fast growing, with the latest new project being a BJ鈥檚 Wholesale opening a block away from Legends Drive.
According to council documents, county council determined that the cost of providing road improvements would cost a little more than $2.3 million. County council on Tuesday approved $2.5 million in general obligation bonds to fund the road improvements.
